The Petroleum Safety Authority (Ptil) has been delegated the authority to draft and establish regulations in accordance with Section 5-1 of the Ocean Energy Act (preparedness, safety and working environment). There are discussions between Ptil and relevant parties regarding which main points should be covered by this regulation. A central question being examined is whether it is best to draw parallels with petroleum activities or land-based activities.

- Hilda Kjeldstad, Head of regulatory development at Ptil
- Lars Ole Sikkeland, Senior environmental lawyer at Equinor
