On behalf of Ørland Municipality and Ørland Air Base, SINTEF has examined challenges related to the coordinated operation of the base and municipality in both peacetime and wartime, as well as key societal security issues for total defense.

The study highlights difficulties in coordinating plans and strategies across municipalities, government levels, and sectors, often due to a lack of shared information and situational awareness. Many challenges, such as road quality and energy security, are local or regional but have national and international significance, as they are critical for Ørland Air Base and NATO’s seven baseline requirements. Ørland Municipality argues that these issues cannot be resolved through local efforts alone and that current frameworks do not adequately support prioritization at the regional level, despite the municipality’s key role in national security.
