Compliance - why do People Follow Procedures?

Abstract

The management system constitutes the core basis of the safety management system. Whether the employees comply with procedures, rules and regulations are a crucial matter in all organisations. For safety, workers’ commitment to the safety management system are particular important. Lack of compliance, knowledge and training are frequent attributed causes to major accidents or incidents having a catastrophic potential. Often research focuses on violations of procedures and what went wrong. Less focus is related to why people comply with procedures and how a safety action patterns are developed.

In addition to accidents, improvement of safety and human dependability in complex systems may benefit from exploring recoveries and success criteria. While accidents may give valuable insight in inadequate ability to react and recover, success criteria and accident avoidance may give insight related to conditions that facilitate compliance and the ability to react and recover.

In this paper key issues related to compliance of procedures, rules and regulations are; employer involvement in procedure development, training and employee feedback. Examples and reflections are based on two domains; human spaceflight and petroleum industry.
