Implementing the clean energy package: best practices in overcoming barriers

Abstract

The paper presents results of H2020 project PANTERA uncovering the main barriers limiting R&I activities in the domain of Smart Grids, storage and distributed energy with focusing on the countries that show low R&I activity into the related fields according to the JRC Outlook report (2017). The study has gathered data through individual semi-structured interviews and surveys of key stakeholders representing the Smart Grids domain in the target countries. The results identify barriers in implementing the Clean Energy for all Europeans package and highlights the best practices that can lift the barriers and pave the path forward. Replication of these practices, though, requires a careful, well-designed holistic approach, considering several country-specific factors and specificities. Linking factor in this process will be the EIRIE platform with the provided functionalities, data, information, and knowledge.
